Place: Kyoto, Japan Year: 2045

Kyoto is a city that has braved numerous conflicts and survived countless waves of tragic destruction. It is a dualistic place ripe with tradition and fraught with change. This is not the case for the hidden side of Kyoto life. The Byakko family of the west side of Kyoto is the unofficial royal line of the Kyoto underground. They have ruled Kyoto through illicit activities for generations, and they have held their territory from any that would attempt to pry it from them. New gangs would come and go, but the Byakko family stays the same. The established strength of the family has allowed it to destroy or regulate all competitors.
The secret to the long-lived success of the Byakko family has been with the inclusion of a supernatural power in their ranks. Some believe that the power was a gift to a few blessed individuals so that they might better humankind, but lofty idealism fails to hold much credence with the grim actuality. The Byakko incorporated such gifted individuals into their ranks in order to establish a firm grip on Kyoto.
In direct opposition to the established dominion of the Byakko of the West rose the Seiryuu of the East. Initially, the Seiryuu were weak and passive. They grew in power and influence until they were able to nudge the Byakko out of some of their territory. With time they had managed to gather a few of the gifted to oppose the Byakko family. Over the course of ten years the head of the Byakko family gradually lost patience with the newfound opposition. Everything culminated in a night of fire and blood.
The Byakko family lost a large portion of their manpower, but they succeeded in killing the leader of the Seiryuu of the East. A new leader, Jacques Heine, rose to fill the void rather than letting it end. He is a man of refined tastes, but he is also young and brash. Heine pushed the Seiryuu into a new surge of activity with the desire to make the Byakko seem little more than a litter of foolish kittens hiding behind their mother’s teeth. Takahiro Shiba, the current leader of the Byakko of the West, wishes nothing less than the complete destruction of the Seiryuu. He is a dark and vengeful man and will stop at nothing to see his enemy destroyed.
